Here he have included a great video about a nationally known CERT program in Austin, TX. Also known a Community Emergency Response Teams - CERT is a nation-wide volunteer program to help your community with local citizens, tools and training before professional emergency responders can arrive during disasters. While the video talks about the Austin Disaster Network which is organized though several religious organizations, most CERT programs are not. But the video explains CERT programs very well.

If you have no emergency or little first aid training, CERT training is free and will give you good basic orientation into emergency preparedness for you and your community.
